Unknown External Overflow Pipe Keeps Dripping - No Idea What it is

We moved into a new build property thats about four years old. On the front of the house is a small overflow pipe which seems to be dripping profusely but I have no idea where it comes from. The wall backs onto the downstairs loo but the toilet sistern has one of those internal overflows.

Help! Any ideas anyone?

with a cage around it, it might be the boiler overflow
