Using Concrete Gravel Boards as Retaining Wall?

I want to level my garden as it drops away badly at the bottom. Can I put 4 12" concrete gravel boards and back fill to them or is this a bad idea? I will actually put a 3ft fence on top and use 11ft concrete posts so 4ft in the ground.

The length will be about 40 meters so it will take many tons to backfill and I do not want to be digging it back out later.

I've seen it done before (at a developer's site down the road). It's a cheap way of doing it but concrete gravel boards do actually have steel in them (well the ones I've bought previously do anyway). If they're only being 1 high (?) then I'd say they'd be fine. You could use sleepers too. Bigger things like Gabions or those massive concrete blocks that have 'teeth' on top (to interlock) also all work fine.

Still, you should be fine with them imho.
