Water Pressure Regulator Next to Stopcock

Hi, I am not sure if there is a problem or not, but next to my house stopcock is a water pressure regulator and pressure guage. With all taps turned off, the pressure is about 6 bar, but when I turn any tap in the house on, the pressure on the gauge immediately drops to about 1 bar. Should this happen or should the pressure be maintained at 6 bar?
