Water Running Through Faucet With taps Turned off

Hi all- hope some McGuyver type is out there and can assist:
In my Tiny House, I am using a rain water collection tank and pump with pressure tank on top of said pump. When I turn on the kitchen tap, there's a water hammer and water comes out of the faucet. I turn off the tap and it keeps running. This also happens when I turn on the other taps in the house, seems like water (only cold coming out) is being forced out of the kitchen faucet. If I let the kitchen tap run, the water eventually stops when the pump kicks in to fill the 18Litre pressure tank (set at 28psi; 30psi recommended)
All of my faucets are dripping and whenever the pressure tank empties from all of the dripping, the kitchen faucet will start to run on its own.
Have installed a pressure reducing valve (no change) also removed the pressure tank and ran on the pump alone (no change). Anyone?
