wire colour in a ceiling rose

Hi, a friend of mine said he repaired a light in someone's house, he said that in the rose, all of the wires showing were coded black.

Would new work or a house rewire, be passed, if someone wired the ceiling rose with only black coded wires showing?

Is there a rule that says those wires must have colour coding?

I'm not aware of any installation cables with just black cores, so i guess your friend was mistaken, it could be that they have sleeved or cut off all the reds or browns, which is very stupid and would certainly contravene wiring regulations, yes.
