'Plasterboard' which isn't!

How do I fix a 2 x 1 batten to a hollow wall which is only about 2" thick? It's not of conventional construction as the 'plasterboard' is some sort of paper covered board and the gap behind is not deep enough to take a normal plasterboard fixing. I want to put up a batten and then fix a curtain rail to it.
